Construction of the 95th Street Bridge Extension Project has been changed from the summer of 2012 to the summer of 2013 to allow Will County to finalize the establishment of right-of-way for the project.
Project Overview and Current Status
The 95th Street Bridge Extension project will extend 95th Street over the DuPage River completing a direct connection between Plainfield-Naperville and Boughton roads. The Will County Department of Highways leads this project with support from the City of Naperville and the Village of Bolingbrook. Detailed engineering and land acquisition has been completed and construction is anticipated to begin in 2013.
The Naperville City Council continues to hold discussion about the scope and future of this bridge project and has considered the merits of the project following comments and concerns over the validity of the project. Like Will County, the City of Naperville supports construction of the bridge.
Project Description
The 95th Street Bridge Extension project includes the extension of the roadway, improvements to the existing intersections at the limits of the extension, pedestrian and bicycle accommodations and the installation of noise walls at certain locations.
Roadway Extension 95th Street will be extended from the existing terminus near Eagle Brook Lane (between the Kinloch and Timber Creek Subdivisions) to the southeast across the DuPage River by way of a new bridge and along the Kings Road corridor connecting into Boughton Road. The roadway will have two lanes in each direction that will be separated by a grass median. A 5-foot-wide sidewalk will be constructed on the northeast side of the roadway and a 10-foot-wide 2-way bicycle path will be constructed on the southwest side of the roadway.
95th Street and Plainfield-Naperville Road Intersection Improvements The existing intersection of 95th Street and Plainfield-Naperville Road will be widened to include dual left turn lanes on the north, south and west approaches and dedicated right turn lanes on the north and east approaches.
95th Street/Kings Road and Boughton Road Intersection Improvements The existing intersection of Kings and Boughton roads will be widened to include dual left turn lanes on the north approach and dedicated left and right turn lanes on the south approach.
Benefits to Community and Motorists
The 95th Street Bridge Extension will provide necessary east-west continuity and will allow for a better distribution of existing and projected traffic along the highway network.
Currently motorists traveling east-west along Boughton Road and 95th Street have to utilize Plainfield-Naperville Road to cross the DuPage River. As a result, Plainfield-Naperville Road operates as both a north-south and east-west arterial route.
The extension will reduce the driving distance between the intersections of 95th Street/Plainfield-Naperville Road and Boughton Road/Kings Road by approximately 1.1 miles. Projected future traffic levels predict this will save motorists an average of 15,400 travel miles per day or 5.6 million miles per year. In addition, the pedestrian and bicycle accommodations included in the project will enhance multi-modal connectivity.
Partnerships and Funding
The Will County Department of Highways is the lead agency for this project that is conducting all engineering and land acquisition. The Village of Bolingbrook and the City of Naperville are financial partners in the project. The City of Naperville has secured federal funding through the Surface Transportation Program for a portion of the construction costs.
