Dear Citizens of Naperville,
The year 2009 will be remembered as a year of great accomplishment and a year of great change for the Naperville Police Department. As we closed this decade, we now face new challenges. Growth has stopped, unemployment has increased and the recession is fully entrenched. Unlike the change necessary to meet previous challenges, this one does not involve additional personnel and new equipment. In fact, just the opposite is necessary.
Declining fiscal resources have mandated significant personnel cuts, a complete reorganization of the police department and a realignment of duties for many of our employees. With the elimination of 27 positions over the last two years, the police department looks and feels significantly different than it had in previous years.
One thing that has not changed is our commitment to provide the City
of Naperville with the highest level of police service possible with the resources that we have available to us. Our focus is now on maintaining our ability to respond quickly, effectively and safely to emergency calls.

Internal Affairs Unit |
It is the policy of the Naperville Police Department to investigate all allegations of employee misconduct. The Internal Affairs Unit is responsible for the investigation of complaints made against the department or its employees. This unit also processes all commendations and awards received or given by the department. The Internal Affairs Unit activity has increased commensurate to the growth of the city’s population and the number of police department personnel. During 2009, the number of commendations received by the department continued to far exceed the number of complaints received.
The Internal Affairs Unit recorded 183 commendations involving a total of 365 separate employees. For sworn employees, 321 positive contacts were received. Civilian employees received a total of 44 commendations.
During 2009, the Internal Affairs Unit recorded 12 citizen complaints. The unit also processed 24 crashes involving police vehicles. Of the 12 complaints, three were found to involve sustained cases of misconduct. Of the 24 crashes, 11 were attributed to preventable traffic crashes.

In November 2009, the Naperville Police Department was re-accredited and selected by the Commission on Accreditation for Law Enforcement Agencies as a Flagship Agency.
This status designates the department as an extraordinary example of excellence in public safety.
In November 2007, the Public Safety Answering Point was also awarded status as a Flagship Agency.
With the 2009 award, Naperville became one of only three double Flagship Agencies in the United States and internationally.
The department also received a Meritorious Accreditation Award for more than 15 years of continuous accreditation.

Communications Center Renovation |
The extensive remodeling of the Primary Communications Center began in 2008 and is nearing completion. This project included:
- Upgraded electric and data cabling
- Replacement of portions of the high-voltage alternating current system
- Full sit-to-stand, ergonomically adjustable console furniture with technology integration and an additional training position in the Public Safety Answering Point and workstation in City Dispatch
- Expansion of City Dispatch area, supervisory office space and the addition of a small conference room
- Break room and washroom modifications to comply with the Americans with Disabilities Act
- Media wall for improved security video monitoring
- Installation of the new Zetron 9-1-1 phone system
- Installation of the new citywide radio system components

City Dispatch

City Dispatch is the 24/7 call center for public utility and public works issues. The group of 10 full-time and one part-time dispatchers is supervised by Chief Dispatcher Kalah Considine. Together this group has more than 166 years of service to the City of Naperville.
In 2009, City Dispatch:
- Handled more than 109,000 phone calls to the
call center
- Dispatched 5,836 utility and public works service requests
- Dispatched 3,706 utility disconnections
- Received 20,148 Joint Utility Locating Information for Excavators (JULIE) requests
- Originated 2,037 JULIE requests
- Completed more than 700 staff call outs

Driver Training Program at the Autobahn |
The Police Department embarked on an ambitious project to provide each officer with driving skills instruction in its continuing commitment to safety and training. Police driving is an extremely demanding task that requires police officers to navigate in any and all possible conditions of stress and weather. The goal is to reduce preventable accidents and employee injuries.
The training was performed in Joliet under the supervision of professional drivers working with curriculum developed in partnership with the Police Department. The situations and scenarios are designed to provide realistic skills instruction behind the wheel of a patrol vehicle which translates to improved driving proficiency while performing the demanding task of police work.
The training consisted of five separate exercises and classroom instruction which covered vehicle dynamics and situational awareness. The skills training covered braking, turning, skid correction, accident avoidance and finished with an obstacle course that combined all prior learned skills. The officers were given critique and evaluation after each exercise with a focus on improving their technique throughout the training day.
A total of 100 officers participated in the training conducted from July through October. The remaining officers will complete the training in 2010.

and other agencies.
- Responded to 1,648 States Attorney requests and probation requests.
- Provided 214 police certificate letters to citizens for purposes of working, attending school overseas
or preparing for an adoption.
- Processed more than $303,423 in parking ticket payments via online, lockbox, collection agency or in-person payment methods.
- Processed 692 parking ticket complaints.
- Issued 57 court dates for parking tickets.
- Processed more than 3,387 booking numbers.
- Scanned more than 298,678 documents into OnBase, the city’s electronic document management system.
- Responded to more than 670 insurance requests.
- Accepted more than $785,801 in cash and credit cards for DuPage and Will County bonds.
- Responded to 1,300 Freedom of Information requests.
- Processed 188 orders for expungement from DuPage and Will Counties.
- Issued more than $900 in prisoner meals.
- Accepted $48,406.87 in utility cutoff payments.
- Handled more than 46,206 calls via our call center.
- Processed 24,670 traffic tickets through DuPage and Will Counties.
- Processed 7,963 written
warning tickets.
- Processed $27,350 in administrative booking fees since the October 1, 2009, implementation date.

Community Connection |
Previously located at 535 Fairway Drive, the City of Naperville's satellite location, Community Connection, offered several city services. Community Connection closed its doors on April 1, 2010. Statistics for the calendar year 2009 are listed below.

Forensic Services Unit |
In 2009, the Forensics Services Unit received more than 9,500 new pieces of evidence/in-custody property. A computerized and "hard copy" chain of custody were maintained for these new items as well as all existing items.
- Forensic Services Unit personnel permanently removed more than 10,400 items out of police storage areas. Out of this number, more than 750 items were returned to the identified owners.
- The Police Department Annual Auction was held in April, which involved three weeks of preparation and verification of the nearly 510 items auctioned, including 80 bicycles and 14 vehicles.
- Nearly 1,400 new flash cards were received and processed, creating more than 25,000 digital images. Approximately 6,700 photographs were printed in a response to requests placed by investigators, attorneys and private citizens. In addition, 550 CDs/ DVDs were created and 100 videos were duplicated.
- One hundred and nine laboratory runs were conducted to deliver evidence from 603 cases for analysis.

Intelligence Unit |
- In early 2009 a narcotics investigation began involving a suspect selling the drug ecstasy. During the investigation, multiple undercover buys were made from different subjects. After several months of investigation, an arrest operation was conducted. As a result of the investigation, six subjects were arrested and 104 pills of ecstasy were seized. Three subjects were charged with Class X felonies while the other three were charged with Class 1 felonies. One of the subjects charged was a registered child sex offender.

- In June 2009, multiple employees from a local business were confronted by Loss Prevention staff after a tip that they were stealing from the company. Two employees developed a detailed scheme to acquire thousands of dollars worth of stolen merchandise. The investigation indicated that there were at least two additional employees involved in the scheme. Working with personnel from the business, Naperville Police recovered more than $1000 worth of merchandise that was about to be stolen. Two subjects confessed during their interviews. A subsequent search conducted at one of the subject’s home yielded more than 300 items of merchandise with an estimated value of more than $18,000.00. Felony charges were filed in one county with additional charges being investigated in additional counties.
- In May 2009 members of the Naperville Police Department coordinated a Parole Compliance Operation with the Illinois Department of Corrections. Twenty-four parolees living in Naperville were contacted during this operation. During this operation, six arrests were made for various violations of the Illinois Criminal Code.

School Resource Officer Unit |

School Resource Officer Unit

The Naperville Police Department’s School Resource Officer (SRO) Unit is staffed by eight investigators: four assigned to the high schools and four assigned to the middle schools. In May 2009, the unit was the recipient
of a Meritorius Unit Award.
During 2008, these eight investigators served a combined population of approximately 19,000 students. The eight investigators assigned to the SRO Unit have consistently exceeded expectations set before them. As individuals, they worked to become valued members of their respective schools administrative staff. As a team, they each worked to be recognized as a resource not only to their own schools, but to the administration of their feeder schools. During the 14 years this program has been in existence, the School Resource Officer initiative has quickly evolved from having a police officer stationed in an assigned school, to having that officer be an accepted and valued member of the school staff.
The SROs have handled a variety of complex investigations of crimes, which include felony thefts, internet cases, and incidents involving weapons, sex assaults and physical abuse cases.

Special Enforcement Unit |
The vast majority of investigations conducted by the Special Enforcement Unit (SEU) involved narcotics activity; however, SEU routinely investigated cases of gang, prostitution and homeland security activities. The unit also expended a considerable amount of resources assisting other department entities such as the Major Crimes Unit and the Patrol Division as well as assisting other law enforcement agencies.

In 2009 the Tactical Unit arrested or charged a total of 319 suspects. These arrests included:
- 192 warrants arrests with actual bond for those warrants totaling $1,937,480
· a total of 12 No Bond warrants were served

- 2 gun arrests (3 guns recovered)
- 2 on view identity theft/forgery arrests

Traffic Unit |
On August 12, 2009, the Illinois Association of Chiefs of Police recognized the Naperville Police Department for its second place finish in the statewide 2008-2009 Illinois Traffic Safety Challenge. A recognition award ceremony was held at the Midwest Police and Security Expo in Rosemont, Illinois. Members of the Naperville Police Department’s Traffic Section accompanied Chief of Police David E. Dial to accept the award.
The Traffic Safety Challenge is a statewide highway safety program that recognizes law enforcement agencies for their efforts in addressing traffic and highway safety issues in their jurisdiction. The program is coordinated by the Illinois Association of Chiefs of Police Traffic Committee and funded by a grant from the Illinois Department of Transportation’s Division of Traffic Safety, as well as private funding from corporate sponsors. Participation in the program is voluntary and requires agencies to submit a detailed report of their policies, officer training, public information and education initiatives and effectiveness measures. Applications are judged by a team of highway professionals.
Additionally, the Naperville Police Department was recently notified of its second place finish in the 2008 National Law Enforcement Challenge for traffic safety. The department was recognized at the annual International Association of Chiefs of Police conference in Denver, Colorado in October 2009.

Traffic Unit

Vehicle Reclamation Unit |
The Vehicle Reclamation Unit is responsible for processing Article 36 alcohol-related seizures through DuPage County and Will County.
Since the law’s inception in July 2001, the Naperville Police Department has seized 1,122 vehicles. Vehicles awarded to the department are sold at the department’s annual auctions, utilized within the department or junked through local fire departments’ training programs. The department has collected more than $500,000 since September 2003 through the Article 36 Seizure Program.
- In 2009, the department processed 93 Article 36 seizures.
- Officer Sarah Rolfe’s case for a Statutory Summary Suspension arrest collected the highest court settlement agreement at $8,400 and returned
the car to the wife of the suspect as the innocent owner.
- Officer Ricky Krakow seized NPD’s 1,100th Article 36 vehicle.
- The April 2009 auction, in conjunction with the Police Department’s Evidence Auction, resulted in approximately $23,000 received for 13 vehicles auctioned.
- A second auction was held in September 2009 in conjunction with the City of Naperville’s Surplus Vehicle Auction. This auction resulted in approximately $37,200 being received by the city for 29 vehicles auctioned.

2009 Benchmark Cities Conference |
The Benchmark City Survey was originally designed in 1997 by a core group of police chiefs from around
the country. These chiefs sought to establish a performance measurement tool to help ensure their departments were providing the best service possible within their respective communities.
Each year, a police department hosts a summit to discuss the survey results, best practices and goals.
The Twelfth Anniversary Summit was hosted by the Naperville Police Department from May 17 – 19, 2009.
