After receiving additional testimony and reviewing technical revisions proposed by city staff, the City of Naperville Plan Commission recommended approval of the proposed ROLC zoning district on September 1, 2010.  The proposed ROLC zoning district is being forwarded to City Council for consideration on:

Interested parties are invited to attend the City Council meeting to provide testimony about the ROLC District regulations.  Speakers should plan to arrive a few minutes before the start of the meeting to sign-up to speak.  Please be advised that testimony before City Council is limited to three minutes per person.    

ROLC Open House – August 4, 2010
The City of Naperville hosted a public open house on Wednesday, August 4, 2010, to present the draft ROLC zoning district, including permitted and conditional uses, setbacks and area requirements. Approximately 25 people attended the event to express ideas and comments about the proposed district.

Project Background

The City of Naperville is updating the 1998 East Sector Plan to provide guidance and policy direction for future development and redevelopment within certain areas of the East Sector. The East Sector Plan Update will be completed through a series of nine sub-area studies over the course of five years. The following sub-area studies have been recently completed:

  • 75th Street Corridor Study (adopted November 5, 2008)
  • 5th Avenue Study (adopted December 1, 2009)
  • Plank Road Study (adopted June 1, 2010)

Recommendations for portions of the Plank Road study area were approved by City Council on June 1, 2010. During this meeting, the City Council requested further definition of the future land use designation ROLC as recommended by the Plan Commission and city staff for Sub-Areas 3 and 4 of the Plank Road study area. Based on City Council direction, staff has developed a draft ROLC zoning district, which includes permitted and conditional uses, setbacks and area requirements.

The draft ROLC zoning district will be considered by the Plan Commission during a public hearing (anticipated August or September 2010). Public testimony will be accepted at this hearing. Following a recommendation from the Plan Commission, the item will be forwarded to City Council for consideration (anticipated October or November 2010). At this time, the City Council will also revisit Sub-Areas 3 and 4 of the Plank Road Study.


Scope of the Project 

The purpose of this project is to further define the ROLC future land use designation through the development of applicable zoning district requirements. The zoning district requirements will clarify permitted and conditional uses, setbacks, and area requirements for any land use planned on a property designated as ROLC. Currently, the ROLC land use designation has been recommended for some properties included within the 75th Street Corridor Study and is being considered for portions of the Plank Road Study.

It is important to note that property owners will be required to petition for annexation to the City of Naperville in order to develop or redevelop any of the properties for which the ROLC designation has been approved (75th Street Corridor Study) or recommended (Sub-Areas 3 and 4 of the Plank Road Study) . The city is not requiring any ROLC development. The definition is being prepared to clearly define the city’s requirements for future development or redevelopment, should a property owner seek annexation. 


Project Limits 

The 75th Street Corridor Study recommended the future land use designation ROLC for properties near the intersection of 75th Street and Wehrli Road, as shown in the map below:

It is important to note that if the owner(s) of unincorporated property near the intersection of 75th Street and Wehrli Road seek to develop/redevelop their property in the City of Naperville, City Council approval of annexation will be required. The ROLC zoning district is being prepared in accordance with the approved 75th Street Corridor Study and will be applied to future development or redevelopment should a property owner initiate a request for annexation.

The final ROLC designation may also apply to Sub-Areas 3 and 4 of the Plank Road Study. During consideration of the Plank Road Study on June 1, 2010, the City Council directed staff to further define ROLC; the City Council will revisit portions of the Plank Road Study once the ROLC zoning district is finalized.


Project Schedule

On June 1, 2010, City Council initiated staff preparation of a draft ROLC zoning district during consideration of the Plank Road Study. Below is an overview of the project schedule, including important public input opportunities:

  • November 2008 – City Council approves the 75th Street Corridor Study, which includes the ROLC future land use designation
  • June 1, 2010 – City Council approves the Plank Road Study (excluding recommendations for Sub-Areas 3 and 4) and directs staff to prepare a definition of ROLC
  • August 3, 2010 – Public Open House to review staff recommendations for ROLC definition
  • August 18, 2010 – (tentative) – Plan Commission initial consideration of ROLC definition (public hearing)
  • Fall (date TBD) – City Council consideration of ROLC definition and applicability for the Sub-Areas 3 and 4 of the Plank Road Study
