Modernizing Traffic Management
The City’s Centralized Traffic Management System is a multi-phase initiative that aims to improve traffic flow and congestion in the city.
Create a direct communication link from the software server in the Municipal Center to the tree City-maintained traffic signal systems that operate along Washing Street.
- Install the Centralized Traffic Management System.
- Eliminate the gas between the three existing traffic signal systems on Washington Street.
Add Adaptive traffic signal control equipment to:
- Adjust signal operations to accommodate current traffic patterns.
- Promote smooth traffic flow.
- Ease traffic congestion.
- Winter 2016 through Summer 2017
Road Closures and Traffic Disruptions
- Temporary rolling lane closures along portions of Washington Street.
- At least one lane of traffic maintained in each direction at all times.
- Work in parkway not anticipated to significantly disrupt motorists, businesses or residences.
- Temporary sidewalk closures at times.
- Between Bauer Road and 5th Avenue
- Between Gartner Road and Bailey Road

The majority of the City's traffic signals were installed between 1980 and 2005.
Naperville maintains 92 of 161 traffic signals located within the City's boundary with the remaining signals maintained by IDOT or DuPage County.
Currently, the software running each of the City-maintained signals can only be remotely accessed using a dial-up phone connection within the City's Municipal Center. Although the system can still perform essential tasks, it is becoming obsolete and cannot accommodate newer functions allowed by the current generation of traffic signal management systems.
The 2013 Citizen Survey results echoed the previous 2008 Citizen Survey with a large percentage of residents concerned about traffic flow and congestion on area roadways. While the City has made numerous investments to increase roadway capacity wherever possible, further signal improvements are needed to maintain or improve current traffic levels of service, accommodate future growth in traffic volumes and increase public satisfaction.
In addition, DuPage County is leading a strategic framework for the development of Intelligent Transportation Systems in which traffic control and signal management systems were identified as priority projects for the area. The City of Naperville's modernization of its traffic signal system is consistent with this county-wide goal.
Naperville already has an extensive network of fiber optic cable connecting various signal corridors. Eliminating several relatively small missing links between these signal corridors, combined with the centralized traffic management software, will let the City realize the full potential of its previous investment in the existing traffic signal system.
Over the next several years, the majority of the remaining traffic signal systems could also gradually be integrated into this new traffic management network by filling various gaps in the existing interconnect systems.
