The b-box (also known as "Buffalo Box" because it originated in Buffalo, NY) is used by the City of Naperville's Water Distribution and Collection Division to shut off water for our customers who need to have internal repairs done and can not have water running in their water line. It is also used to turn off the water for nonpayment. WD&C employees use a special key to turn it on and off; some plumbers also have this key.
The b-box is usually located in the front parkway in the grass, which makes it a common casualty of lawn mowers if it has raised up out of the ground. This displacement happens as a result of ground movement (cold to hot and hot to cold weather). The Department of Public Utilities can come out and either raise the b-box to grade or lower it to grade. They can also be located in the sidewalk and a few other places but these are not the normal places.
