The next Downtown Advisory Commission meeting will take place from 3:30 p.m. to 5 p.m. on January 19, 2012, in Meeting Rooms B and C of the Municipal Complex, 400 S. Eagle St.

DAC & Downtown 2030

The Downtown Advisory Commission played a critical role in establishing and implementing the vision behind the Naperville Downtown2030 Plan, a comprehensive plan for the future of downtown that encompasses land, transportation, parking, building design and urban design recommendations.

Utilizing extensive public input, the commission promotes comprehensive planning and public objectives through:

  • Development, approval and the city’s use of Downtown Design Standards. This companion document was prepared in conjunction with Naperville Downtown2030 and serves as a critical development resource tool to encourage rehabilitation of historic structures and ensure compatibility of building design with existing buildings and surrounding neighborhoods.
  • Efforts to continue to carry forward streetscape improvements with enhancements for visitability (access for populations with mobility challenges).
  • A new greener focus on bicycling, a walkable commercial core surrounding by sustainable, residential uses, and transit choices supported by strong wayfinding connections.

About DAC

The Downtown Advisory Commission, or DAC, was established in 2008 to replace the Downtown Plan Implementation Commission that helped facilitate the Naperville Downtown Plan of 2000. DAC meets quarterly with smaller subcommittees meeting more frequently as the workload dictates. The commission’s responsibilities include but are not limited to:

  • Assisting the City in implementing and making recommendations for fiscal policies, funding, and budgets for special projects conducted by the City in the Central Business District, including the capital improvement program, infrastructure, or when requested to do so by the City Council.
  • Reviewing, interpreting and modifying revisions to the downtown streetscape standards.
  • Ensuring adequate and attractive parking options through the continuous improvement model for downtown parking.
  • Soliciting, accepting, and reporting input from the community to the City Council.

Mission

The Downtown Advisory Commission (DAC) will serve the citizens of Naperville by acting as an advisory body to facilitate visioning, planning and coordination of the diverse elements of the downtown core to promote the continued synergistic development and vitality of the whole for the enjoyment and benefit of all.


Goals for 2012

Upon adoption of the Naperville Downtown2030 Plan, DAC has facilitated the completion of several items related to the Priority Action Items, specifically #2, 3 and 4 of the implementation section. DAC will continue to pursue five more of those Priority Action Items which include:

  • #1 Transportation:
    Evaluate improvements that can be made to provide better connectivity between the downtown and adjacent uses through streetscape improvements, physical connections, and signage.
  • #6 Land Use and Development:
    Investigate innovative zoning tools, such as required "stepping back" of upper stories, to help minimize the impact of height in the downtown and amend the zoning code as needed.
  • #13 Land Use and Development:
    Evaluate a policy to guide consideration of developments requesting to exceed the 60' height limitation, when appropriate, based upon items such as site characteristics, design features, or other notable development qualities.
  • #21 Land Use and Development:
    Review the use of rooftop spaces for impact on usable square footage, parking demand, perception of height, noise, and overall neighborhood impact and appearance.
  • #22 Building and Site Design:
    Update the Municipal Code pertaining to signage as identified, including revisions to prohibit internally illuminated box signs and electronic message signs in the downtown core, secondary downtown and transitional use areas.

The Downtown Advisory Commission meets in Meeting Rooms B and C of the Municipal Complex, 400 S. Eagle St.  Unless otherwise noted, all meetings are held from 3:30 p.m. to 5 p.m.
