General Information
Electricity, water and wastewater service is supplied by the Naperville's Department of Public Utilities. Naperville offers customers a variety of convenient payment options.

Connection Procedures
To establish service, residents must register and pay a deposit at the city’s Finance Department or Community Connection. Security deposits are refunded automatically after two years of good payment history. When an account is closed, the deposit is applied to the final balance. For customers who do not have a balance, a payment refund check is issued. The city requires a minimum notification of two business days to start or stop service.
Rates
Naperville provides electric, water and wastewater utilities to residents.
Electric
The City purchases power wholesale from J. Aron and Company/Goldman Sachs and provides electricity to residents at competitive rates. Residential customers pay a monthly service charge and a monthly energy consumption charge per kilowatt hour (kwh). Electric rates are set by the Naperville City Council and can be found in the municipal code book (Title 8, Chapter 1, Article C).
Water and Wastewater
Residential water rates consist of a fixed monthly service charge per 100 cubic feet of usage. A five percent municipal tax is charged on water service. Rates are set by the Naperville City Council and can be found in the municipal code book (Title 8, Chapter 2, Article C).
Wastewater rates consist of a fixed monthly service charge and a volume charge per 100 cubic feet usage. The volume charge during the summer months is based on an average of the winter month water readings. This is to avoid charging for extra water used in summer for lawn watering and other uses, which does not enter the sanitary sewer system. There is no municipal tax on wastewater service. Rates are set by the Naperville City Council and can be found in the municipal code book (Title 8, Chapter 2, Article C).
