Chief Dial PhotoThe Naperville Police Department is a nationally accredited law enforcement agency dedicated to providing professional police services to a rapidly growing community of approximately 140,000 residents.  We recognize that traditional methods of response to calls for service, investigation of crimes, and making arrests will not, by themselves, reverse crime and its debilitating effects on our community.  Our citizens enjoy a very low crime rate and an outstanding quality of life.  To maintain this quality of life, the Naperville Police Department uses a comprehensive approach to delivering services.  We combine our resources to effectively and quickly respond to emergency calls for service with resources dedicated to problem identification and resolution.  We strive to stay abreast of emerging crime trends through the creation of a true police/community partnership.

My goals for this partnership are to educate the citizens and, in turn, the police department about how to be on the look out for criminal activity, to forecast where criminal problems may occur before they happen, and to deter young people from criminal activity by channeling their energy into education, recreation, and positive community activities.

I received a Bachelor of Arts degree in Law Enforcement and Administration from San Jose State in 1967.  I began my law enforcement career in January of that same year with the Milpitas, California Police Department.  After graduating from college, I took a two-year military leave of absence from the department and served for one year as a military intelligence officer in Vietnam, earning three bronze stars.  After serving in Vietnam, I returned to the Milpitas, California Police Department where I served as a traffic officer and a patrol officer until 1973.

At that time, I joined the Lakewood, Colorado Police Department and furthered my formal education, earning a master’s degree in public administration from the University of Colorado.  During the next 17 years, I rose through the ranks of the Lakewood, Colorado Police Department and served for five years as the assistant chief of police.  During that time, I also attended and graduated from the FBI National Academy and the Police Executive Research Forum’s Senior Management Institute for Police.  In 2006, I earned a Master of Arts Degree in Homeland Security and Defense from the United States Naval Postgraduate School.

In 1990, I was appointed as chief of the Naperville, Illinois Police Department as a result of a national search and test conducted by the International Association of Chiefs of Police.
