Introduction
Naperville strives to be a diverse community embracing all present and future residents. The City of Naperville has enacted a fair housing ordinance. The ordinance is located in Title 10, Chapter 5 of the Naperville Municipal Code. The Fair Housing Advisory Commission plays an important role in discouraging illegal and unethical housing practices by promoting and encouraging fair housing to all. It is the objective of the Commission to ensure that all people have a fair and equal opportunity to purchase, own, lease or occupy housing within the City of Naperville without discrimination on the basis of race, color, religion, sex, gender, national origin, ancestry, age, marital status, familial status, physical or mental handicap or disability, military status, sexual orientation or legal source of income. A city-wide analysis was conducted to determine Naperville's impediments to fair housing choice. It was accepted by City Council on January 15, 2008. The Commission will address each impediment listed in this analysis:
Meeting Information
The Commission consists of nine (9) members generally appointed on the basis of areas of interest or expertise by the Mayor with the approval of the City Council. Members serve three (3) year terms or until a successor is appointed. The Commission is regularly scheduled to meet the first Monday of each month at 6:30 p.m, unless otherwise noted.

Housing Discrimination
Acts that violate the fair housing law include, but are not limited to the following behaviors, when based on a person's affected class:
Refusing to negotiate for the sale or rental of a dwelling
Making different terms and conditions for buying or renting a house or apartment
Advertising to suggest that housing is only available to certain groups
Denying that housing is available when it is available
Discriminating in real estate-related transactions
Threatening, coercing, intimidating or interfering with anyone exercising a fair housing right or assisting another person exercising that right
Denying housing on ability to acquire insurance
Some examples of discrimination are:
“I rented the apartment right after you called.” But you know a vacancy exists!
“This particular building is for adults only.” But you have a family and children!
“You can’t put a ramp here.” But you need alternative accessibility!
“I can approve this loan, depending on what you can do for me, honey…” This is sexual discrimination!
“This neighborhood is really only for families and children.” This is discrimination against age and marital status!
“I can’t rent to you until I see your Green Card.” Discrimination against national origin is ILLEGAL!
Complaint Process
If you feel that you have been discriminated against by a landlord, property manager, real estate agent, home loan officer, housing developer, or insurance agent regarding a housing related transaction contact the Fair Housing Advisory Commission in one of the following ways:

Attend a Commission meeting usually held on the first Monday of the month at 6:30 p.m. at the Naperville Municipal Center at 400 S. Eagle Street. Please call Katie Wernberg at (630) 420-6065 to confirm the meeting time and date.
