Purpose

To complete small-area studies that will be adopted as updates to the 1998 East Sector Plan. The following areas have been selected for study. It is expected that studies will be initiated at a rate of 1-2 per year, with overall completion of the update occurring within a five-year timeframe.

  2. North Downtown
  3. Mill Street and Bauer Road
  4. Naper Boulevard and Plank Road
  5. Tollway Corridor
  6. Plank Road South
  7. Ogden East/West
  8. Chicago Avenue & Olesen Drive

Each of the studies will focus predominantly on future land use; however, related issues such as site access, utilities and engineering may be examined. Existing conditions, opportunities and constraints will also be outlined.


Background

Naperville’s Comprehensive Master Plan provides a guide for growth and development in the city. The plan was first adopted in 1985; the most recent amendments include the Northwest Sector Update (1996); East Sector Update (1998); and the Southwest Community Area (2002).

The East Sector is Naperville’s largest planning area, encompassing over 27 square miles of land. It is generally bounded by Warrenville Road and the East-West Tollway to the north; Naper Boulevard and College/Wehrli Road on the east; the East Branch of the DuPage River on the south; and the West Branch of the DuPage River and Plainfield/Naperville Road on the west. This sector encompasses Naperville’s historic “core”, including many historic, cultural and commercial aspects. Its major assets include the downtown; the I-88 office corridor; the Historic District; North Central College; and numerous established neighborhoods and institutions.

The Comprehensive Master Plan is reflective of the planning process and is subject to amendments or updates from time to time in order to ensure that it remains current in light of the concepts, market conditions, and preferences which have changed since its adoption. Although most of the East Sector will retain its established character into the future, some areas may be subject to future development or redevelopment. In order to provide guidance and policy direction in the future development of these areas, the City Council initiated amendments to the East Sector Plan, beginning with the 75th Street Corridor, on August 6, 2007.

The city has recently completed or is in the process of preparing several sub-area updates to the East Sector Plan, including the Spring Avenue Study; Washington-Hillside Study; and Ogden Avenue Corridor Enhancement Initiative.
