Transportation Advisory Board and Plan Commission to Review Draft 2030 Plan In September, both the Transportation Advisory Board (TAB) and Plan Commission are scheduled to review sections of the Draft Naperville Downtown2030 Plan. Both meetings are open to the public. Interested residents, property owners, business owners and other stakeholders are encouraged to attend and provide feedback.

On August 26, 2010 an open house was held to share key concepts and ideas proposed in the Downtown2030 Plan. Copies of the posters on display at the open house are available for review, please click here.
At the open house, participants were given a handout to share feedback about any or all of the posters on display. Downtown Advisory Commission (DAC) Continues to Review Draft Plan
The Downtown Advisory Commission (DAC) is leading the city’s efforts to prepare the Naperville Downtown 2030 Plan. Meeting summaries from previous DAC meetings are available at www.naperville.il.us/dac.aspx.
DAC meetings to review the draft plan begin at 3:30 p.m. in the Municipal Center Meeting Rooms B and C. DAC Agenda packets are available approximately one week prior to scheduled meetings at www.naperville.il.us/dac.aspx. To view DAC’s 2010 meeting dates and scheduled discussion topics, click here.

Background
The Naperville Downtown Plan was adopted on August 1, 2000. The plan provides guidance for building design, land uses, and physical infrastructure to support downtown development. It includes a vision for the future and specific action items to support that vision.

Why Update the Downtown Plan?
It has been almost ten years since the plan for Downtown Naperville was adopted. In that decade, much has been done and many new exciting projects are on the horizon. To continue serving as an effective and reliable guide, the Naperville Downtown Plan needs to be updated.
The 2000 Naperville Downtown Plan included more than 30 actions. Over the last ten years, those actions have been largely completed. Now is the time to define what additional steps are necessary to ensure Naperville remains a special place through 2030 and beyond.
Who Will Be Updating the Plan?
The Naperville Planning Services Team will be responsible for the preparation of the new plan, Downtown Naperville 2030: Planning the Downtown Experience. The Downtown Advisory Commission (DAC) will act as an oversight steering committee throughout the process. In this capacity, DAC will review drafts of plan chapters, maps, and supporting information and host public opportunities. Public input will be a critical component to the success of the downtown plan update.
What Will Be Changing?
Downtown Naperville 2030: Planning the Downtown Experience is not intended to dramatically change the environment, character and culture of the downtown. Rather, the plan will draw upon the principals defined within the 2000 Naperville Downtown Plan to ensure that Naperville remains a vibrant, attractive and distinct place offering shopping, living and leisure-time environments.
The project will result in technical updates to the following components of the current downtown plan:

The update will incorporate ideas such as sustainability, walkabilty, and culture as we look ahead to 2030.

Land Use and Development
|
The update will include projects completed since 2000 (e.g. Naper-Main, Water Street, Main Street Promenade, and Naper Place, Van Buren Parking Deck, Fredenhagen Park and more), recent project approvals (e.g. Water Street) and identify additional opportunity sites.

Building Design Guidelines
|
The update will coincide with the Citywide Building Design Guidelines (approved in 2002).
|
Urban Design
|
The update will include Centurywalk improvements made since 2000, established streetscape standards, wayfinding improvements, and new standards for alleys.

Traffic and Parking
|
The update will include information about the Continuous Improvement Parking Model (established in 2003 by the City) to monitor the need for downtown parking.

Implementation Action Agenda
|
The 2000 Naperville Downtown Plan included more than 30 actions. Over the last ten years, those actions have been largely completed. Now is the time to define what additional steps are necessary to ensure Naperville remains a special place through 2030 and beyond.

How Can You Get Involved?
An extensive public input process was initiated in 2009 by the Downtown Advisory Commission (DAC). Work on the Downtown Plan update will be ongoing through 2010. Information about ways to participate and share your feedback will be posted on this project web page.
