Purpose
A primary objective of the Downtown Plan is to ensure an adequate supply of appropriately located and designed parking. It is important to ensure that the parking needs of the many people who work and visit the downtown each day are being successfully addressed.
Background
Downtown parking is a key element of the city's overall Downtown Plan. In support of this plan, City of Naperville staff conducts customer satisfaction and parking occupancy surveys in downtown Naperville. This data is used to build a "Continuous Improvement Model" to address long-term parking needs, evaluate and forecast parking realities and trends and to determine impacts of parking management strategies in the downtown. This model consists of the following three components:
Existing parking supply and occupancy data for parking in the downtown;
Existing customer satisfaction data for downtown parking; and
A five-year development forecast and assessment of the parking impacts of potential development/redevelopment.
The Continuous Improvement Model has been conducted since 2001. Information obtained from this model annually provides a solid basis for important policy decisions to address long-term parking needs in the downtown area.
In 2004, the report noted the need for construction of additional parking and included a recommendation to conduct a parking site feasibility study. Subsequently the Downtown Parking Site Feasibility and Financing Study was completed in 2005. The most recent Continuous Improvement Model report is provided below:
Current Status
Van Buren Parking Deck – Expansion NOW OPEN
The Van Buren Parking Deck is located east of Main Street, between Benton Avenue and Van Buren Avenue. In December 2005, the City Council issued a Request for Qualifications (RFQ) seeking proposals to redevelop the surface parking lot adjacent to the Van Buren Parking Deck. After evaluations of the RFQ’s and subsequent Request for Proposals (RFP), the City selected Naper Main LLC to construct a new mixed-use building and expand the Van Buren Parking Deck.
The development project involves the expansion of the existing public parking deck, which will be wrapped by commercial, office and residential space. The deck addition was open to the public in November 2008 and the expanded deck houses nearly 800 free parking spaces to the public.
Water Street Deck
The Water Street Parking Deck, to be located east of the Naperville Municipal Center in the city’s Water Street District, received preliminary approval by the City Council in November 2007. Construction plans for the 550+ space deck are currently underway.
