As part of the Plank Road Study, the future land use designation “Residential, Office and Limited Commercial” (ROLC) was recommended by the Plan Commission and city staff for portions of Sub-Area 3 (areas adjacent to Ogden Avenue and Naper Boulevard). During consideration of the Plank Road Study on June 1, 2010, City Council directed staff to further define ROLC; City Council will revisit portions of the Plank Road Study once the ROLC zoning district is finalized.
Based on City Council direction, city staff has developed a draft ROLC zoning district, which includes permitted and conditional uses, setbacks and area requirements. The Plan Commission initiated a public hearing on the draft ROLC zoning district on August 18, 2010. Five people provided testimony on the draft district. The public hearing has been continued to :

Previous Public Meetings
City Council Approves Plank Road Study (Excluding Sub-Area 3 & 4) Following their initial consideration of the draft Plank Road Study on May 18, 2010 (see below), the Naperville City Council considered the future land use recommendations outlined in the draft document on Tuesday, June 1, 2010.
During the meeting, 14 members of the public spoke. Following public testimony, the City Council discussed the recommendations, particularly the limited commercial opportunity included in Sub-Area 3. Several Councilmen indicated they would like to see further definition of the recommended “Residential, Office, and Limited Commercial” (ROLC) designation, including details such as conditional and permitted uses, and directed staff to prepare a definition for review by the Plan Commission.
The City Council then voted to approve the Plank Road Study, excluding the recommendations for Sub-Areas 3 and 4. Following Plan Commission review of the draft ROLC zoning district , City Council will review the future land use recommendations for Sub-Areas 3 and 4 (anticipated Fall 2010).

City Council Initial Consideration of Draft Plank Road Study
The Naperville City Council considered the Draft Plank Road Study on Tuesday, May 18, 2010, in City Council Chambers of the Naperville Municipal Center. A copy of the staff presentation is available below:
At the conclusion of the staff presentation, public testimony was accepted; five members of the public spoke. Following public testimony, the City Council discussed the recommendations contained in the draft report document. Plan Commission Recommends Approval of Draft Plank Road Study On April 21, 2010, the Plan Commission recommended approval of the Draft Plank Road Study. During the meeting, staff provided a brief overview of the changes made to the report since Plan Commission’s initial consideration of the document on March 17 (see “Plan Commission Initial Consideration of Draft Plank Study” below). At the conclusion of the staff presentation, public testimony was accepted; seven members of the public provided testimony. Following the public testimony, the Plan Commission sought clarification on potential vehicle access for future development in Sub-Area 3. Plan Commission then moved to recommend approval of the Draft Plank Road Study in accordance with staff’s memorandum dated April 21, 2010 and subject to technical review of language on page 22 of the document (Approved 8 to 0). Plan Commission Initial Consideration of Draft Plank Road Study
The Naperville Plan Commission considered the recommendations presented in the Draft Plank Road Study document on Wednesday, March 17 in City Council Chambers of the Naperville Municipal Center. During the meeting, staff provided a brief overview of the study scope, timeline and recommendations for future land use in the study area. A copy of the presentation is available below:
At the conclusion of the staff presentation, public testimony was accepted. Two members of the public spoke in support of the Draft Plank Road Study; seven members of the public spoke in opposition to elements of the draft plan report. Following public testimony, the Plan Commission sought clarification on the purpose and scope of the Plank Road Study and discussed the future land use recommendations for each sub-area. A copy of the Plan Commission meeting minutes is available on the city’s website.

The agenda item was distributed to the Plan Commission and posted on this Web site in advance of the March 17 meeting. The draft plan report was originally made available to the public for review on this Web site on March 3, 2010.
At the conclusion of the Plan Commission discussion, the Draft Plank Road Study was continued the April 21, 2010 meeting. February 24, 2010 Public Open House
The City of Naperville hosted a public open house on Wednesday, February 24, 2010. Approximately 50 people attended the event. The purpose of the open house was to provide an opportunity for the public to review and comment on the draft staff recommendations for transportation and future land use in the study area. At the start of the open house city staff provided a brief overview of the scope and timeline for the Plank Road Study. A copy of the presentation is provided below.

December 9, 2009 Public Open House
The City of Naperville hosted a public open house on Wednesday, December 9, 2009. Approximately 50 people attended the event. The purpose of this open house was to share the initial draft land use alternatives, transportation recommendations, and vision for the Plank Road Study Area.

September 22, 2009 Public Open House
The City of Naperville hosted a public open house on Tuesday, September 22, 2009, from 6 to 7:30 p.m. in City Council Chambers at the Naperville Municipal Center. The purpose of this open house was to introduce the Plank Road Study and solicit public input on existing conditions and future land use for properties within the study boundary. Copies of the exhibits on display during the open house are available for review. (Please refer to the files listed under “September 22, 2009 Open House” to the right.) During the meeting and for a two week period afterward, participants were invited to complete the “Plank Road Study Worksheet” (to share their opinions about existing conditions and future opportunities in the study area.

Project Background
The City of Naperville is updating the 1998 East Sector Plan within the city's Comprehensive Master Plan to provide guidance and policy direction in the future development within certain areas of the East Sector. The full East Sector Plan Update will be completed through a series of nine sub-area studies over the course of five years.
Two studies, the 75th Street Study (adopted on November 5, 2008) and the 5th Avenue Study (currently in progress), were included in the FY 08-09 work program.
A third small area study within the East Sector Planning Area, the Plank Road Study, is included in the FY 09-10 work program approved by the City Council on April 8, 2009.
Scope of the Study
The Plank Road Study will focus on land use and primarily address the topics of redevelopment and infill within the study area. It is important to note that staff anticipates that not every parcel will experience a change in recommended future land use.
The transportation network serving the area, natural features (e.g. slope, landscaping and trees), historic land use and zoning patterns and projected development trends will be examined as part of the study. Any future development that might occur in the area will be required to comply with DuPage County stormwater requirements, and if annexed to the City of Naperville, city stormwater code requirements.

Study Boundary
The study area will focus on unincorporated properties near Naper Boulevard and Plank Road and unincorporated properties fronting Plank Road from Columbia (train tracks) to the planning area boundary east of Naper Boulevard. Following is a map of the study area:
Project Schedule
The Plank Road Study is expected to be completed in the spring of 2010. Public input will be taken throughout the process, with presentation of interim deliverables for public review and comment. The following is a summary of public meetings scheduled to date:

Get Involved
Public participation will be an integral part of the planning process for the Plank Road Study. City staff will seek input from property and business owners, residents and all other interested stakeholders in order to formulate recommendations. Staff will solicit public input through public meetings and open houses. Staff anticipates an iterative planning process, with interim deliverables prepared for public review and comment.
All public input received throughout the study process will be utilized, along with a number of factors to develop the recommendations. Other factors staff will evaluate may include: existing land use, site location, visibility and accessibility, land use feasibility and land use compatibility.
