Recovery Act Overview
The American Recovery and Reinvestment Act (ARRA) was signed into law by President Barack Obama on February 17th, 2009. The purpose of the ARRA is described below:
- To preserve and create jobs and promote economic recovery
- To assist those most impacted by the recession
- To increase economic efficiency by spurring technological advances in science and health
- To invest in transportation, environmental protection, and infrastructure
- To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services

Naperville's Role
The City of Naperville is currently eligible for two formula grants totaling $1,522,978 through the American Reinvestment and Recovery Act of 2009. The funds are allocated through an Energy Efficiency and Conservation Block Grant and the Community Development Block Grant. Each formula grant is based on a national equation from U.S. Census data. City staff are continuing to investigate more resources within the ARRA.
Energy Efficiency and Conservation Block Grant
Naperville is eligible for $1,392,200 in the Energy Efficiency and Conservation Block Grant (EECBG) Program. This is a new program, which received $3.2 billion for the first time in the American Recovery and Reinvestment Act. Staff is exploring projects that will implement the purpose of the Energy Efficiency and Conservation Block Grant program. The grant program was designed to assist with strategies to:
- Reduce fossil fuel emissions in a manner that is environmentally sustainable,
- To reduce the total energy use, or
- To improve energy efficiency in transportation or building.

Community Development Block Grant
Naperville is eligible for $130,778 in additional CDBG funds. This is an existing block grant program which has been allocated an additional $1 billion through the American Recovery and Reinvestment Act. Staff will present a recommendation for the use of these funds at the April 8 regular City Council meeting. The CDBG is primarily for persons with low to moderate income and projects which can create:
- Suitable living environments,
- Decent affordable housing, or
- Economic opportunities.
Frequently Asked Questions
Q: How is the city seeking ARRA funding? A: A team of staff from each department are diligently seeking ways in which the City of Naperville can participate in the ARRA. Any confirmation of additional city funding will be forthcoming on this website.
Q: Am I eligible for any money? A: ARRA funds are being distributed through Federal offices to local communities. The only local programs through which residents may receive funding at this time are the Weatherization Program and Home Accessibility Program. In the future we hope to also provide Home Energy Audits.
Q: I've heard that the Recovery Act money is supposed to be used to stimulate the economy right now - how will this work? A: Much of the ARRA funds are going toward 'shovel ready' projects and preference is given to contracts which can be awarded in the next 120 days. The Recovery Act is also is being monitored with a high level of transparency and accountability.
