Transportation Management Advisory Committee

The responsibility of Transportation Management Advisory Committee is to oversee the development and administration of the roadway impact fee ordinance. Roadway impact fees are paid by residential and nonresidential developments to fund arterial roadway improvements that are needed due to the traffic generated by new development.

The committee advises in the development, update and implementation of the comprehensive road improvement plan. The comprehensive roadway improvement plan is a list of projects on arterial roads that are eligible for impact fees.

The advisory committee consists of between 10 and 20 members. At a minimum, 40% of the members must be independent representatives of the real estate, development and building industries, and the labor community. These representatives are nominated by their respective professional associations and may not be employees or officials of the City of Naperville. The remaining 60% of members may consist of city staff or officials.

The City is required to update the Roadway Impact Fee with a traffic study every five years. When this update is underway, the committee meets frequently. In those years where an update is not undertaken, the committee will meet at least annually to adopt the annual impact fee report.
