Water meters usually do not leak unless disturbed. It is a good idea to check your water meter for leaks at least once a month and probably more often if it is in a closet or closed-in area. All leaks from one spud nut to the other spud nut (the highlighted area of the photo below) are the city’s responsibility to repair, everything else is the responsibility of the homeowner.
If a leak occurs between the spud nuts on either side of the water meter (highlighted area), repairs are the city's responsibility.

Please note that condensation is normal on all water meters.
