PROJECT PRESENTED TO THE CITY COUNCIL ON DECEMBER 15, 2009
City staff presented a recommendation to construct a traffic signal at the intersection of West Street and Osler Drive at the December 15, 2009 City Council meeting.
The City Council directed staff to place the project on hold until such time as the parties that benefit from the traffic signal at West Street and Osler Drive (Edward Hospital, Naperville Park District and Naperville School District 203) provide 100 percent of the funding for the traffic signal.
The project will not be programmed in the city’s Capital Improvement Program (CIP) until the benefiting parties provide the city with the funding for 100 percent of the cost of the traffic signal. The project is currently not included in the proposed FY11-15 CIP that will be presented to the City Council for its consideration in early 2010.
Project Background
In 2008, the city’s Capital Improvement Program (CIP) included a project to begin the engineering work to install a traffic signal at the intersection of West Street with Emerald Drive. Prior to starting the consultant selection process, city staff decided it might be more appropriate to take a step back and perform a feasibility study to evaluate if there were other options available to improve the operation of the intersection of West Street and Emerald Drive.
The idea to conduct a feasibility study was initiated due to the discussions that were being held regarding the Caroline Martin Mitchell Properties Master Campus Plan. One of the topics discussed during the development of the master plan was traffic and access within the planning boundaries. This included the intersections of West Street with Emerald Drive and Osler Drive. The operation of each intersection is dependent upon the other due to their close proximity and the scope of work associated with the feasibility study was developed to evaluate improvements at both intersections.
The city hired Christopher B. Burke Engineering, Ltd. to conduct the feasibility study. More detailed information about the feasibility study is provided in the Project Scope section below.
Project Scope
This project involves conducting a feasibility study to identify potential intersection improvement alternatives for the intersections of West Street/Osler Drive and West Street/Emerald Drive.
