To facilitate discussion on this new concept, a meeting of the 5th Avenue Steering Committee will take place at 10:30 a.m. on Saturday, Feb. 15 in Meeting Room B of the Naperville Municipal Center, 400 S. Eagle St. Public comment is welcomed at the Steering Committee meeting, and the agenda is now available to view by clicking here.

The purpose of the 5th Avenue Steering Committee is to provide Ryan Companies with community input and direction during the community engagement and concept creation phases of the 5th Avenue Project. Committee members serve both as communicators, sharing residents’ concerns with Ryan and relaying progress back to their constituents, and as an advisory group. The committee is not a decision-making body.

Committee Composition

Per City Council direction, the 5th Avenue Steering Committee includes 11 individuals from the following stakeholder groups:

  • Two City Council members (non-voting)
  • Two residents from the Park Addition subdivision
  • One resident from the Pilgrim's Addition subdivision
  • One resident from ECHO
  • One resident from WHOA
  • One DCM representative 
  • One representative of the Naperville Area Homeowners Confederation
  • One commuter
  • One representative of the Senior Task Force

Resident and stakeholder representatives were selected by the population they represent.

Sept. 23, 2019 Meeting Recap

On September 23, 2019, the 5th Avenue Steering Committee convened to review the baseline concept and public input received. Through a facilitated discussion and series of votes, the Steering Committee discussed concerns and opportunities presented by the concept. The consensus of the Steering Committee was to move forward with the baseline concept. The Steering Committee shares many of the same concerns expressed by the public about the project and felt moving forward with the baseline will provide the means to complete necessary parking, traffic, and other detailed studies of the area, to more accurately plan for the proper density, mix of land uses, necessary pedestrian and traffic improvements, and provide an adequate parking supply. It was also recommended by a majority of the Steering Committee that the future study include stormwater improvements within Kendall Park to address the needs of the Pilgrim’s Addition neighborhood. The Steering Committee is particularly interested in seeing traffic modeling, more information about the affordable housing elements, and green space additions.
