Central Parking Facility Maintenance

The Downtown Parking Deck Maintenance Program was established in 2016 as a multi-year capital project to ensure the Central Business District parking decks are maintained as a sustainable asset.

In 2017, the City’s then architectural and engineering consultant, Farnsworth Group, performed a comprehensive evaluation of the public parking decks. This evaluation resulted in the development of a five-year maintenance plan to extend the life and usability of the parking decks. The report indicated that the deck joints and sealant at the Central Parking Facility require repair and replacement to prevent water from leaking through, contributing to further deterioration.

Beginning on April 1, The City of Naperville, in partnership with both Walker Consultants and J.Gill and Company will begin a seven-phase project  to repair the Central Parking Facility at 75 E. Chicago Avenue. This project will consist of repairing the concrete and replacing the sealant on all three levels of the Central Parking Facility. Additional work will include repainting the parking facility and coating the roof level. This maintenance will prevent water from leaking through to the lower decks which contributes to deterioration of the structure. To view a detailed phase by phase project plan, click here.

Timeline

Phase 1: April 1 – April 30: The first phase of work will begin on the west section of the Central Parking Facility Phase 1 is expected to take approximately 1 month. Crews will work on repairing concrete and replacing sealant.

Phase 2: May 3 - May 31: The second phase of work will take place on the middle section of Central Parking Facility. Phase 2 is expected to take approximately 1 month. Crews will work on repairing concrete and replacing sealant.

Phase 3: June 1 – June 30:  The third phase of work will take place on the east section of the Central Parking Facility. Phase 3 is expected to take approximately 1 month. Crews will work on repairing concrete and replacing sealant.

Phase 4: June 29 – July 10: The fourth phase of the work will take place on the top level of the Central Parking Facility. Phase 4 is expected to take approximately two weeks. Crews will work on Recoating the Roof of the parking garage to prevent water from leaking through to the lower decks which contributes to deterioration of the structure. Due to the nature of the work, no vehicles will be able to access the top level of the Central Parking Facility throughout this phase.

Phase 5: July 12 – July 21: The fifth phase of the work will take place on the second level of the Central Parking Facility. Phase 5 is expected to take approximately two weeks. Crews will work on second level traffic recoating of t-joints.

Phase 6: July 22 – August 6: The sixth phase of the work will take place on the second level of the Central Parking Facility. Phase 6 is expected to take approximately two weeks. Crews will work on repainting the second level’s ceilings, walls and columns.

Phase 7: August 9 – September 3: The final phase of the work will take place on the first level of the Central Parking Facility. Phase 7 is expected to take approximately two weeks. Crews will work on repainting the first level’s ceilings, walls and columns.

Project timeline and work is weather dependent.

Impacts to Parking

Phase 1-3: During the first three phases, one third of the parking garage will be unavailable, allowing crews to repair concrete and replace sealant.

Phase 4: The top level will be completely closed and inaccessible throughout the duration of phase 4, which is expected to begin on June 29 and last until approximately July 10.

Phase 5: The second level will be unavailable for parking throughout the duration of phase 5, which is expected to begin on July 12 and last until approximately July 21.

Phase 6 and 7: The second and lower level will be unavailable for parking for phases 6 and 7, respectively, allowing crews to repaint each level, one at a time. The painting is expected to start July and last until approximately September 3.
