Description
The Advisory Cultural Commission was established in Spring of 2008 to assist, inform and advise the City Council on matters pertaining to the arts, culture, and special events in the city of Naperville. It also assists the city in furthering special events and cultural amenities within the framework of the special events and cultural amenities master plan, and provides recommendations to the city council for the annual allocation of the special events and cultural amenities fund (SECA).
Powers and Duties:
- Provide a recommendation to the city council regarding the annual allocation of SECA funds.
- Promote the identification and development of available resources related to arts, culture, and special events in Naperville.
- Encourage arts, culture, and special events in Naperville.
- Provide recommendations to the city council regarding the SECA fund policy, procedures, application, vision statement and goals within the framework of the SECA master plan. (Ord. 08-031, 2-6-2008)
Vision Statement and Goals
The role of the Commission is to assist the city in accomplishing the vision and goals of the Special Events and Cultural Amenities (SECA) Fund.
Vision Statement: Standing in the future, the SECA Fund has built a strong, creative, and connected Naperville through the engagement of both residents and visitors in the pursuit of, participation in, and enjoyment of special events and cultural amenities.
Goals: The purpose of the following SECA goals is to accomplish the vision for the SECA Fund and affirmatively further special events and cultural amenities throughout the city.
- More Naperville residents and tourists will understand and affirm the role and value of the arts and creativity to themselves and their community
- Fact gathering: gather tracking information about cultural development such as creative sector job growth, attendance at arts events and communicate findings.
- Facilitate messaging and dialogue locally and state-wide
- The arts and cultural community will be stronger and better connected to each other and the broader community to advance a more vital and robust creative landscape.
- Identify partnerships, peer groups, and facilitate forums for arts and special events
- Utilize the city’s Web site as a dynamic portal making resources available online
- All Naperville residents, and particularly the underserved, will experience an increase in their opportunities to participate in, learn from, and enjoy the arts.
- Encourage collaboration between non-arts/events organizations and arts/events organizations to increase the visibility and engagement in the arts and culture
- Identify partnerships and facilitate forums for granting organization
- The SECA Fund will be focused, efficient, effective and better equipped to anticipate and respond to the needs and opportunities of the arts and special events community
- Drive best practices and develop regular and consistent research for advancements
- Increase visibility of grantees and the successes of the SECA Fund
