Background
Safe and efficient transportation plays a key role in building and maintaining a strong community. Over the last several decades, the City of Naperville has experienced tremendous growth. In 1960, Naperville’s population was just under 13,000. City planners predict that the population will reach more than 155,000 by 2020. Accommodating this growth provides numerous challenges.
The Naperville City Council recognized the importance of quality transportation by including a vision for the future of transportation in the City's Strategic Plan. To maintain and improve transportation mobility in the future, Naperville has created a Comprehensive Transportation Plan.
Final Report
Approved by the Naperville City Council on December 17, 2002, the Comprehensive Transportation Plan is a policy document designed to guide decision makers in addressing local transportation issues. The document is made up of fourteen (14) individual components that define the city’s philosophy for addressing specific transportation needs.

Master Thoroughfare Plan (PDF) – Designates street classifications within the City of Naperville. The focus of the Master Thoroughfare Plan component is to outline new, dynamic processes to update and amend the Master Thoroughfare Plan.
Trip Reduction/Travel Demand Reduction Plan (PDF) – Focuses on addressing traffic congestion by reducing the number and length of automobile trips through trip consolidations, ridesharing, and replacing automobile trips with alternative transportation modes.
Transit Plan (PDF) – Emphasizes the desire to have generalized and specialized transit services available as an alternative transportation option to meet the transportation needs of residents, employers, and visitors.
Pedestrian Plan (PDF) – Encourages pedestrian travel by improving the pedestrian environment and promoting the benefits of walking.
Bicycle Plan (PDF) – Accommodates both recreational and non-recreational bicycle trips through the development of local bicycle facilities that connect to regional bikeway facilities.
Neighborhood Traffic Mitigation/Calming Plan (PDF) – Emphasizes a variety of educational, enforcement, and engineering techniques to address speeding, cut-through traffic, and excessive volume in residential neighborhoods.
Traffic Safety Plan (PDF) – Focuses on improving the safety of pedestrians, bicyclists, motorists, and passengers.
Traffic Enforcement Plan (PDF) – Addresses the need for enforcement of laws to ensure traffic safety and maintain the effectiveness of the transportation network.
Intelligent Transportation Systems Plan (PDF) – Recognizes the role of technology in improving the effectiveness and efficiency of the transportation network.
Truck Route Plan (PDF) – Emphasizes the need to manage the movement of goods and delivery of services within Naperville to maintain the economic well being of the community while minimizing issues such as road damage, noise, pollution, and traffic congestion.
Air Quality and Noise Management Plan (PDF) – Recognizes the relationship between transportation systems and the generation of air pollution and noise.
Coordinated Roadway Improvement Plan (PDF) – Stresses the need for continual internal coordination among various City departments and continual external coordination with other public and private organizations.
Arterial Landscape Plan (PDF) – Acknowledges the benefits that arterial landscaping programs bring to our transportation system.
Parking Plan (PDF) – Covers a wide variety of parking issues including downtown parking, commuter parking, special event parking, and residential parking.
Implementation Plan ( PDF) – Identifies projects that need to be undertaken to bring the City’s operations into compliances with the policies, practices, and programs set forth in the Comprehensive Transportation Plan by 2012.
Stakeholder Work Group Participants (PDF) – Identifies all of the individuals who participated in Stakeholder Work Group meetings during the development of the plan.

Implementation
The Implementation Plan (available above) is general and focuses on three types of projects:
Each year the city will develop an Implementation Work Program that identifies specific projects to be completed within a one-year timeframe. The annual work programs include detailed information about required resources and funding opportunities.
Public Involvement
The city provided numerous opportunities for residents to participate in the creation of the Comprehensive Transportation Plan. Similar opportunities will continue to be available throughout the plan's implementation.
