City of Naperville Launches New and Improved eBill Portal

New portal offers improved experience for Naperville utility customers

The City of Naperville is pleased to announce the launch of a new and improved eBill portal, providing Naperville utility customers with a more convenient and user-friendly way to view and pay their monthly utility bills online.

The new eBill portal allows users to manage their utility account(s), view billing history, set up automatic payments, and more. Enrollment is now open at www.naperville.il.us/ebill. Naperville utility customers are encouraged to sign up and take advantage of paperless billing, 24/7 access to account details, and the convenience of online payments.

Re-Enrollment for Current Users
Customers currently enrolled in the existing eBill system must re-enroll in the new system to continue paperless billing. Those who do not re-enroll before January 1 will revert to paper bills once the former system is deactivated on January 1. Previously saved payment methods and preferences will not be transferred to the new system and will need to be re-entered. Re-enrollment ensures account protection, verifies customer identities, and ensures billing and service records remain accurate and secure. Paper billing customers may enroll at any time to take advantage of online access, eco-friendly billing, and convenient payment features.

Enhancements Based on Customer Input
Online billing has been available to City of Naperville customers for more than a decade. The new portal incorporates features customers have requested most, including removing auto-pay end-date requirements, a more flexible and user-friendly password policy that makes creating and resetting credentials easier, and providing PDF bills directly by email so customers can access and manage their information without logging in. The chosen vendor, Sebis Direct, Inc., also manages the City’s paper utility bills, offering a more seamless and consistent billing experience for customers both online and offline.

Key features of the new portal include:

  • Simplified, user-friendly design. A clean, intuitive layout makes it easier to navigate accounts and view bills.
  • Time-saving payment options. Automatic payments and saved payment methods help prevent missed due dates and late fees.
  • Strong and flexible security. Updated password requirements provide enhanced protection while allowing secure, easy-to-remember credentials.
  • Expanded billing history. Customers will be able to view up to 13 months of statements as they become available, more than double the 6 months previously offered.
  • Improved bill format. Digital bills feature a cleaner layout, first introduced to paper billing customers in summer 2024, designed to make account details easier to understand.
  • Flexible digital access. Paperless billing and anytime account management reduce mail clutter while supporting environmentally friendly practices.
