Traffic Concerns
The Naperville Police Department aims to improve traffic safety and facilitate the safe movement of vehicles, bicycles and pedestrians throughout the City of Naperville through the active enforcement of traffic laws.
Residents with traffic-related concerns or complaints about persistent violations of traffic laws that do not require immediate response by police may submit their concern/complaint to the Naperville Police Department for investigation.

Parking Enforcement
Naperville’s Municipal Code (11-2A-8) prohibits the parking of any vehicle on city streets between 2 and 5 a.m. The Naperville Police Department enforces this ordinance proactively as resources allow and in response to complaints.
Exceptions exist for emergency situations, participation in the City’s Overnight Parking Program, or temporary permission granted by the Police Department.
Overnight Parking Program
This City of Naperville program is available to eligible multi-family neighborhoods through an application and approval process administered by City departments and overseen by the Transportation Advisory Board and City Council. Parking Program Guidelines
Exemptions to the overnight parking ordinance only apply to program participants when the vehicle clearly displays the HOA-issued hangtag associated with the program AND is parked in an area designated in the Municipal Code as being exempt from the overnight parking ordinance.
Temporary Overnight Parking Permission
Motorists may request temporary overnight parking permission but are limited to three requests per vehicle per month. Approval of overnight parking requests is at the discretion of the Naperville Police Department.

Chronic Parking Violators
Under the City of Naperville Municipal Code, a chronic parking violator is defined as the registered owner of any vehicle, which has been issued 10 or more parking tickets in Naperville within a one-year period. The registered owner is considered a chronic parking violator regardless of whether the parking tickets are outstanding, paid or any combination thereof. A registered owner shall not be considered a chronic parking violator if, after one year following the issuance of the last parking ticket, all outstanding tickets are paid.
If a chronic parking violator is illegally parked within the City of Naperville and cited for a parking violation, he/she is subject to the following penalties:
- The fine amount will be doubled
- The vehicle can be towed
- Vehicles towed pursuant to Ordinance 02-178 will be impounded until any overdue parking tickets have been paid
