2026 Lead Service Line Replacement Project

Property-by-Property Replacements, June 2026 through Mid-2027

The City of Naperville is committed to providing residents with clean, safe water. City contractors will coordinate free copper service line upgrades for approximately 220 homeowners. The main project area includes residential properties primarily along S. Columbia St., W. Franklin Ave., Aurora Ave., N. Eagle St., and various other locations identified as having a concentration of lead service lines.

Unlike previous phases, this project operates on a property-by-property basis. Residents impacted will receive information via mail and in-person outreach from City staff and contractors throughout the process. Project Logistics 
The project is funded through an interest-free EPA loan and is scheduled to run from mid-June 2026 through mid-2027, pending weather or unforeseen circumstances. Standard work hours are 7 a.m. to 5 p.m., Monday through Friday, with potential Saturday work.

Minimizing Disruption 
Crews will utilize trenchless installation methods whenever possible to minimize property and road impact. Additionally, crews will use cold mix asphalt for temporary patching instead of loose rock to provide a smoother surface and better contain gravel during the construction period. 

Post-Replacement Procedures
After the new service line is installed, residents must follow a specific flushing protocol. In addition, the City provides a water filter pitcher and testing.

Project Background

In accordance with Illinois state law and to safeguard public health, the City of Naperville is actively replacing all known lead pipe service lines from the City’s water system. 

A local ordinance banned lead pipes in 1960; however, the U.S. EPA did not ban lead water service nationwide until 1986. In 2024, the Illinois EPA required all municipalities to establish annual lead service replacement plans to eradicate lead infrastructure.

While Naperville's water treatment adheres to all Illinois Environmental Protection Agency (IEPA) regulations, lead service lines pose a potential health risk under certain conditions. The Lead Service Line Replacement Program engages city-contracted crews to replace the entirety of these lines. Construction Impacts and Timeline

The project is expected to have minimal impacts; however, streets in the project vicinity may experience intermittent disruptions. All streets will remain open. Timeline, pending weather or unforeseen circumstances:

  • Mid-June 2026: Start date for property-by-property service line replacements.
  • June – November 2026: Active replacement phase (approximately 220 individual properties).
  • Nov. 15, 2026: Substantial completion deadline for all interior and exterior service line replacements.
  • November 2026 – June 2027: Final surface restoration phase (permanent landscaping, sidewalk patching, and final asphalt finishing).
  • Mid-2027: Expected completion date for the 2026 project cycle, including all site restoration.
Water Service Impacts

Water service impacts are minimal and primarily affect the homeowner currently undergoing the replacement. Service disruptions typically last less than one hour. Immediately following the replacement, the City provides a water filter pitcher to the household as a standard health safeguard.
