The Illinois Attorney General’s office, through its Disability Rights Bureau, enforces state and federal laws that protect the rights of people with disabilities to equal access to buildings, housing and general services.

Illinois Department of Human Services: Investigations into Abuse/Neglect in MH/DD Services

Investigates allegations of abuse or neglect in local programs that are licensed, funded or certified by DHS to provide mental health or developmental disability services. Also investigates deaths that occur in these programs. Local programs include small group homes, developmental training programs, mental health outpatient services and sheltered or vocational workshops.

State of Illinois Person with a Disability Identification Card Application

Individuals residing in Illinois who have developmental disabilities, mental illness or epilepsy can obtain wallet-sized identification cards through their local Illinois Secretary of State’s driver services facility. The cards are designed to help de-escalate potentially tense encounters with police or other first responders.
