Fiber Installation

The City welcomes new telecommunication companies to install fiber infrastructure throughout Naperville for the purpose of delivering high-speed broadband to homes and businesses. These telecommunication companies include Lumos Fiber, Metronet, Ripple Fiber and Ezee Fiber. 

Each company has received the required approvals from the City to install fiber infrastructure within the public right-of-way and easement areas. These approvals include permits and franchise authorization that govern where and how construction may occur, as well as restoration requirements. The City monitors all permitted construction through its standard inspection and compliance processes to ensure work complies with City of Naperville standards.

We appreciate your patience and cooperation as infrastructure improvements are made within the community. These projects support reliable telecommunication services for homes and businesses throughout Naperville.

Work Areas

Work is performed within the public right-of-way or easement areas. Contractors will likely need to dig holes or perform construction work in yards within designated utility easement areas, typically located along streets, sidewalks, lot lines or between properties. 

These areas are legally designated for utility infrastructure and allow authorized providers to install, maintain and repair facilities. Contractors have the legal right to access the City’s right-of-way and easement areas, even though these easement areas may appear to be part of your property, as property ownership in these areas is subject to easement rights.

Work Hours

Typical construction work hours, from 7 a.m. to 7 p.m. Monday through Friday and from 8 a.m. to 4 p.m. on Saturdays, should be observed. Work is not allowed on Sundays or holidays unless it is critical in nature.

Property Restoration

The construction phase is temporary, and construction crews do their best to minimize impact to property. Please do not remove the marking flags or paint, as their presence helps construction crews avoid areas such as gas, water and electric lines.

Any areas abutting a work area, such as the sidewalk or street, are required to be swept and debris removed at the conclusion of each business day. Futhermore, all contractors are required to follow City standards for restoration. Once construction is complete and weather permits, any disturbed areas must be restored as close to their previous condition as practicably possible.
