Permits and Licenses

Permits and licenses are granted by a number of different departments within the City of Naperville. Permit and license types listed below will help clarify the exact permit or license you may need for a project, event or certification type.

Customers apply for permits through the City’s Civic Access portal. The portal gathers all of the information needed to apply, pay for, and manage permits in one convenient place. It is designed for use on a desktop/laptop computer.

Raffle Permit

Raffle Permits are regulated by the State of Illinois and are only issued to not-for-profit organizations.
Residential Room Addition/Alteration Permit

Before beginning any new construction addition and/or alterations to existing residential buildings, residents must obtain necessary building permits.
Right-of-Way Permit

Any person or organization desiring to do work in the City right-of-way (ROW) must apply for and be issued a Right-of-Way Permit.
Scavengers

You must be licensed to work as a scavenger in the City of Naperville.
Sidewalk Contractor Registration

The City of Naperville requires that sidewalk contractors register with the Community Services Department.
Sign Permit

Before installing or posting a temporary or permanent sign, businesses must obtain a sign permit.
Solicitors/Peddlers/Tag Days/Food Vendors

Special Events Permit

All event organizers interested in hosting a special event in Naperville must submit the completed permit application to the Special Events Coordinator at a minimum of 120 days prior to the event.
Swimming Pool Permit

The City of Naperville requires a permit for the installation of swimming pools.
Taxi Cab Licensing

All persons or companies soliciting or accepting passengers for hire from any location in the City of Naperville must first complete the licensing process and obtain an official taxi license.
Temporary Structure Permit

A permit is required to set up a temporary structure for use in commercial enterprises.
Tenant Build-Out and Business Occupancy Permits

In order for the Fire Department to recommend that the City issue an occupancy permit, the items listed on this page must be completed.
Tent Permit

The City of Naperville has a streamlined process in place for organizations and businesses seeking to obtain a Tent Permit.
Tobacco License

Establishments selling any tobacco products and/or alternative nicotine products must be licensed in the City of Naperville.
Trailer Installation Permit

Trailers are allowed to be erected on construction sites on a temporary basis so long as a permit is obtained from the City of Naperville.
Truck Routes and Permits

Within City of Naperville limits, vehicles in excess of 8,000 pounds, gross or registered weight, are restricted to designated truck routes.
